You could use stick on vinyl floor tiles Aggie! They are fairly inexpensive and would be easy to clean off if something got spilled.

You could use paint, wall paper or contact paper. I also know that you could take fabric and decoupage it on for a fresh look!
Find a contact paper or peel and stick wallpaper you like and cover them with that.
Always the oddball, I would stain and poly or paint the plywood. Mod podge, contact paper, wallpaper would never work on my work bench when I am hammering, banging and clanking stuff. The top would rip, tear and look unsightly. Easy to touch up if stained and poly coated.
I decoupaged old sheets - my budget was practically nil, used what I had worked out great
decoupage means to cut out paper images and glue them on something. It does not mean to paste something large down!
What I would do (and actually have done) is cover the boards with fabric and then with plastic. I guess it would depend on what you do in your workshop. And what you use the shelves for. If they are just storage shelves I would paint them as if they were kitchen cupboards. I love to use bulletin boards in an area like this. I just pin up images that appeal to me, Unique will be a result of you being you!
Can you put up roll up blinds ? Or barn doors ?
I covered all mine with woodgrain contact paper. So the all look like wood.
Many kinds of contact paper do not stay stuck onto plywood.
Contact paper comes in beautiful patterns. Maybe paint the shelves first and contact the tops :)
