If you don't sew, you could probably shorten it using no-sew iron-on hemming tape! I used it once to make no-sew pillows.

on what to do with what you cut off. If you don't have napkins either use the fabric to make napkins or trim complimentary color napkins with the fabric. Make/trim the fabric to form a table runner for when the cloth is not on or for a cabinet/counter nearby. I understand you frustration. I have used elastic, ribbon ties just below the lip of the table. I have a round table and they make the plastic with elastic, but I do not like the plastic, so I make my own cloth ones.
