You can mark it by cutting a string the radius of the new size , have someone hold in the center and attach a pencil or marker on the other end. Draw a circle to cut by. Allow for a hem if you need one.
Kathy's directions are great. If this is just a casual picnic type vinyl tablecloth, I would just use a bead of clear glue to prevent the edge from fraying after cutting
Fold the tablecloth in quarters. You will end up with a pie shape. Measure 1/2 of the diameter you want from tip to the rounded edge. Cut off.
