Used ceiling fan light globes that are frosted from the resale shop, black paint, and glow stick bracelets from Five Below. Purchase any frosted globes. Paint eyes on different shapes and sizes. Paint mouths if you want on some. Let theses dry. Purchase glow stick bracelets. Place the bracelets under the lights. Some may need 2 bracelets if they are bigger or frosted more. Place outside.

Frosted globs painted with different eyes and some with mouths.
Suppied needed
Black paint and glow stick bracelets. I get mine from Five Below. You can pick these up in packs of 50 or 100 for under 5 dollars. Paint I had leftover from another craft.
Final look outside
Outdoor lining my sidewalk headed to my front door.
