I made a 4th for f July shirt for my kid and she wanted it off the shoulders so I hit the neck of the shirt off and now it’s to wide

Melissa, Can you sew some elastic into the neck line? Just trying to imagine your question!

you could put a gathering in the middle of the back, hand stitch a line of stitches spaced about 1/4 inch apart and pull the string tight and then secure the end so it stays gathered. or attach 2 ribbons on opposite sides and tie in the back...

Sew an additional piece of fabric at the neckline, cut to fit the shape.

Take some of the fabric that you cut off and make 2 straps to go across the neckline and over each shoulder (front to back) you can also use ribbon, etc.... there are a lot of tops out there with this look .

Could it be fixed by making a pleat in the middle of the back? You see those on a lot of dress shirts.

Get some cotton bias tape, they make it really wide, and apply it around the top edge, I would baste in place before sewing and have her try it on first. If you have extra cotton material, you could cut your own bias strip to use.
