I would just buy shopping bags for less than $1.
Turn the bags inside out and wash them in a clothes washer. Air dry the bags. Turn the bags so the writing is on the outside, if that is your preference. Cut a strip from the top edge of each bag about 6” wide. Use a sewing machine to reinforce the bottom and side seams, and turn and sew a 1-2” hem at the top. Then use the strips you cut from the top to make each a tube or a strap. Trim the strip if you want it shorter, then sew the ends of the straps onto the bags to form handles. If the inside of the bags is foil, you have insulated shopping bags. If not, you have chic shopping bags. I hope you enjoy your project. Sincerely, Jewell.
You could either complete the bags, then use fabric glue to apply a piece of fabric to the outside, or just a design like a flower to the bag. Be extra mindful to glue the edges down, but use glue across the body of the fabric itself.
Or you could sew a larger piece of the fabric onto the bag when you are sewing the hem around the top and the side seams and the handles.
If you decide to make these for sale and not your personal use, you might want to sew a plastic liner (from a trash bag) . They ought to sell for a good price. Jewell
