I would do paper mache coconuts, and grass skirts. Maybe even silk flower leis. You can get fake flowers at dollar tree.
Look online at the Oriental Trading website. They have a great assortment of Hawaiian themed party items. Hope this helps!
You're lucky Moana is still popular. Leis will actually be cheaper at the Dollar Tree than to make them. You can cut green funfoam into spike shapes and glue them to the top of weighted yellow balloons for pineapples. Draw Xs on them with a Sharpie. Make a Macaw out of paper and play pin the tail on the parrot. Use crepe paper rolls in green and brown to "stick" up a palm tree or two.

Hello Pocoxdrew; If I were doing this, I would go to the Dollar Tree, as they have everything for a Luau that you can think of or would need!!
(Last visit, I saw: Leis, Grass skirts, coconut tops, assorted food serving items, plates, bowls, cups)
I would also have a Hawaiian dance contest, complete with some fun music..... If you have a pool, it would be so much fun to have different things set in the pool and by it. I would have floating palm trees, animals, Etc..
The Dollar Tree also has all kinds of small things, that you could use for gift bags or even coloring books and crayons.
