I clean everyday as I go down to the basement anyway. I sprinkle in baking soda to absorb odours. I also put the entire litter box in a heavy industrial garbage bag. When the time comes to replace all the litter, I just take the ends, pull the bag off the box, and the litter all ends up in the bag for disposal. That way, it keeps the odours from seeping into the plastic box.

You should never flush cat & dog feces down the drain or toilet. They can have parasites which the Water Treatment systems can/do not kill and then humans ingest and get sick.

You must have a really sub-standard water department in your community. My old roommate from graduate school is the head of the lab at a water department in a larger city. He says you've got it all wrong.
