I have a small enclosed patio. I'd like it to be hawk and other wild life proof while giving my cats a safe place to lounge outside.

you could screen it in with pet proof screens that is what we did for our cats and installed a pet door that they can go in and out of the house onto their porch here are ideas

totally fence it -- cover with a light weight wire like a light weight vinyl coated 2 x 4 roll fencing... or chicken wire ... surround wire needs to be 6' high so that YOU can enjoy the patio at the same time, as well as the company of your kitties ... just never leave them out over night ...
