My daughter has cats and she places a table or low bureau in front of the windows and leaves the blinds up so they can lie in the sun and look out.
Since most breeds of cats love climbing and/or jumping to high places, one of the best things you can give your cat is a series of small shelves going up the wall that are spaced close together as they go up...sort of like a stair case ...that leads to a resting place (perch) at the top.
There are also window perches you can buy (or make) where your cat can get the feeling of sitting outside.
