There are metal hooks that go over the top of a door that are meant to hang wreaths on without damaging the door. Look up wreath hangers
Depends on the weight. Free standing support would be best.
Command hooks may work.
Command hooks, be sure they are strong enough for the weight.
A few removable Command Hooks should work for hanging your garland.

Where are you putting the garland? If it is over windows just drape it and let it hang on the sides of windows and doors. If not use Command hooks they will not harm your house.
