you get your cone shape usually styrofoam make wider strips of the netting. Then you want to gather the netting making it ruffle, wind the ruffles on the cone shape.pin in place.
Hi Marilyn! That sounds like a fun project and I've seen them before but never made one myself...but may just try it! Here is a link to instructions using net which is just a bit different than tullle. You start with a wooden base and a wood dowel, both available at any craft/hobby store. You'll have to make a frame from some type of wire or something to maintain the form. Adhere to base, drape tuille, form into folds. You may need spray starch or something similar to keep folds in place.
