The can idea is a good one, you could call other church members and ask them to raid their recycling bins. At most thrift stores you can get vases pretty cheap. Tea cups would also be cute. At most dollar stores you can get a pack of 3 plastic cups for a dollar and they come in bright summer colors.
Wow! Ok, What about buying a pack of 24 bottled water (under $3) and use ribbon or pretty gift wrap over the middle part with the label or remove the labels and just tie a ribbon at the neck? The sell short ones as well as 16oz regular ones. If you want to buy tulle you could tie up the ends around the bottle necks with ribbon. That could introduce color if you have a theme. Have fun!
Check on line in your area for free items. I would also check local soup kitchens and see if they have any cans or jars that would be suitable. Worse case scenario, the dollar stores will have something for sure. Then you have a $20 investment plus embellishment if you do not already have in your craft stash. I would also reach out to other church membrs to see what they might have in the way of contributing by way of cans, vases, ribbons etc.
