Hi Shelly, it depends on the manufacturer, I have even seen CDs that look like records, you just need to look around.
Not quite sure what you mean by colored, here are some different colored ones from Amazon:

Maybe you could paint yours.
With some well-placed paper and masking tape, you can spray-paint designs on your CD. You could always just decorate it with a sharpie or other permanent markers. Use the poster paint to color an area, and then highlight it with glass stain of the same color. Makes it shiny.
You can order them online I saw them in a lot of colors but you could also buy colored labels and put them on your cd's - are you using these for decor and projects or for recording music?

Do you want them to work in the computer or just be a decoration. I'm sure you can buy colored CDs. If they are for decorations you could use spray paint. There are also CD labels that can be applied. I used to make CDs for project records, print out labels, and pressed them on.
You can purchase a multi color pack but if you want them for a project, check thrift stores. The majority of mine are silver but about 10% are color.

Hi Shelly. You could color your CDs using markers. You could create a stained glass look. I think that would be pretty. Or perhaps drawing on them to make them look like a puzzle. Endless possibilities. Good luck Shelly.
