There are many shapes of bird cages. The shape and angle of the sides and 'roof' will determine what materials would be best to use when constructing a cover for the cage. Please post a picture of yours so that we can see what you have to work with.
You could make a custom cover out of tarp material.
If it is square you could box it out with wood. If not, you may be able to get Sunbrella fabric, which is weather and sun resistant to fashion one.

If it's square you can glue clear plexiglass on it with clear silicone on the corners. You can also spray it with a few coats of polyurethane to seal it.

I would build a small roof out of wood. Depending where you want to put it it could be attached or not to the bird house. Perhaps post a pic of where you want to put it and a pic of the bird house..

Depending on the shape of it, wood is a good covering, seal it with linseed oil. If round or has an irregular shape, a tarp would serve the purpose.
Hello. Are you asking how to seal the metal? It might likely to rust in an outdoor exposure, I have had metal items in my covered screen porch Russ just exposed to humidity. In my case I am soaking off the unsightly rust in vinegar and applying Rustoleum’s never rust clear enamel spray sealer.

If wire, Use Rustoleum or Hammerite to paint. You will need to repeat this every year to build up the paint.
