You can use food coloring and school glue (that drys clear) to make different colored "paints". I've seen many stained-glass look windows that have been done with the mixture. You could possibly use the saran wrap crumpled up to dab at the painted area while wet to form a textured look.
Ann's answer was the same one I was going to give. Its becoming more and more popular and looks SO pretty! They put a certain amount of food coloring (or craft paint) mix it with mod podge on plastic wrap and then wrap it around glass. It comes away leaving a really pretty marbled look! This project uses alcohol ink but I think just about any type of paint would do:

Hi Pam, you can mix the food coloring with mod podge or glue. Clean the jars with soap and water or rubbing alcohol and let air dry. Add 2-3 tablespoons of Mod Podge/Glue to a bowl and 8 - 10 drops of food coloring mixed with 1/2 teaspoon water. Mix well and then pour the mixture into the jar and swirl to coat. Once you're happy with the coverage, turn the jars upside down and leave to dry.

The color will be very see through and will come off easy.
Another idea is to use the food coloring to tint white paint. You could just buy a big bottle of white paint, then tint it different colors with the food coloring.

You could also try glass paint, that might work as well. You'd find that at your local hobby/craft store.
