What glue should I use to attach corks to fabric?

How, or should I say, what Glue do I use on the fabric to keep the quirks from falling off? Or, do the corks have to go on something else before the fabric ??? Because when you wear a pocketbook, it will be hitting something every five minutes as you’re walking, example your leg or putting it on the floor ..... if I use a hot glue gun, that will not work .

Cork is pretty sturdey, I'd lay the fabric first, then glue each cork to the fabric. I wouldn't make a cork handle, try rolling some fabric, like a string of spaghetti, and attach it with glue.
