Any hardware, home improvement center, builders supply or landscape supply will carry.
Portland cement gets its name because someone said "That cement reminds me of Portland" - evidently a common soil / rock color.
It has near - nothing to do with the ingredients... if you start with red sand, you don't get "Portland" cement.
But it is a very common mix.
