Shepherds hooks- How do I keep that "H" bottom more securely in place?

I bought these great shep hooks for my heavy plants. The hooks end up leaning..from the weight of the hanging plants. I can't cement them in the ground. How do I keep that "H" bottom more securely in place in a soft ground?

Our ground produces lots of rock. I just look for a couple of these - there are always some near the surface - and stack them on the part of the hook that gpes underground.
