How can I use embroidery to make a Rosetta gathering?

I saw on HT a lady stiching with embroidery floss. She made about 10 stitches then pulled the floss and it gathered onto beautiful little Rosetta that would look cute on a neckline that is too deep cut. Does anyone know this stitch, please

Hello there,
Was it the one that makes two rows of stitches at the same time, by making upright stitch on first row, then moves over on the second row and does the same stitch, then comes down again to the first row and continues for the amount of stitches required. This when pulled up becomes a ruffle........Hope that helps.............
