You can get thrift store items, use E6000 to glue plate, candle stick and saucer together and paint them all the same color.

How To Make A Tiered Tray
You can make a tiered tray easily by using a plate as a base, then a slightly smaller dessert plate, then a saucer.....matching or otherwise. Use $Tree candlesticks for the center and glue with E-6000. Easy peassy! These types of tiered trays are great for housewarming gifts.
