I would try mortar or grout to keep them in place.
Simpson strong-tie high strength epoxy adhesive.
I always use PL Premium, but if that doesn't work, try mortar or thin set. You might even want to use a mortar between the stones if the gap is big. I don't know if standard grout would hold up when installed outdoors.
