Try a second hand store, I have donated fabric to them and then they resell. Another thought is Joanne's fabric store, they have sales and promotions all the time and will email you when they do and how much off. Lots of remnants there.
Consignment shops / second hand shops..depending on reagion ..will have off cuts donated to them.
What are you going to make? If you need light weight material go to a thrift shop or garage sales for sheets. Garage sales will sometimes have different materials for sale. Or if you need small amounts you can buy old clothing. Let us know what kind of material you need so we can help more.

Estate sales.
Thrift stores. Look for their sales. Also Craig's list for giveaways. Speak to people running Estate sales. My Goodwill has an outlet center that sells clothing / home goods by the pound (like 50 cents) . Amish / Mennonite women buy it for their quilts. Just wash the clothing and recycle! Check and see if you have this facility in your community.
