I think it is a matter of personal preference.
I would stagger them myself, I like asymmetry.
you are the best one to say if you like it, that being said, I helped a friend and we put the biggest shelf at eye level, centered, we then added smaller shelves above and below but off to the sides a little bit. she liked it.
From my perspective, i like things lower on the wall...shelves (and art) look disconnected if they are too high. Placement is a matter of preference, I like things that are not too symmetrical but balanced with decor, follow your instincts and you will love it. Make sure you space the smaller shelf so you have room to place your items on it.
Have someone hold it for you in those positions and see what you like the best. The worst that happens with mounting anything is you change your mind down the road and you have to redo it (don't ask how I know that LOL).
