I would suggest a free standing unit. They are available at Home Depot and most stores that have furniture.
A freestanding shelf unit that goes right over top of the tank of your toilet is a good option in a small bathroom. I'm jus sayin...

Free standing takes up floor space.
Command hooks? Be serious. Not practical for weight.
U can do this.
Purchase a level. I got 1 of mine from the dollar store.
From the hardware store, they have plastic self-drilling anchors. Not butterfly. These have threads like a screw.
Mark where u want ur shelf or shelves.
Use ur level so the shelves are level.
Make holes w a phillips screw driver smaller then the self drilling plastc screw.
Now screw the dps in til it recesses.
Attach ur shelves as instructed.
If u need to take them down later, they will back out easily. U can fill the hole w spackle and sand it back unnoticed.
