A frame around a mirror is an attractive way to cover up tarnished edges, easy to do. Since we don't know the size or shape of your mirror, an alternative would be peel and stick tile, mosaics, natural items like twigs, sea shells...here is a look at some of the creative frame ideas on Pinterest:

It is most likely not tarnish on the edges but when the silver is coming off the mirror. You will need to re-silver your mirror.

You could add a frame or paint the edges. The frame could be made with wood or shells, flowers, glass marbles, etc.
Agree with Kim. The easiest thing seems to be adding a frame to hide those edges.

Definitely frame. that is what i did. I used medallions in the corner of one mirror and straight cuts of 4 inch thick molding. The other mirror I use 5 inch decorative molding but did miter corners. Paint both sides with Rustoleum, as it is oil based and repels water. Must paint at least half the back side because it will show in the mirror. Spray paint also eliminates brush marks. Glue with Power Grab or and industrial adhesive.
