Sounds great. Please keep in mind you will need something to keep it from slipping, which is particularly dangerous in the bathroom. Also, it might be a little thin to be absorbent or cushioning. Perhaps an old towel between the layers.
Why not try spray on fabric glue? I used it many times to put fabric on shades....I think it would work great ! In fact I bought mine at the Dollar Store..it was $3.00 less than Walmart ! It's a small can so you may use a few. It's called ANKER ART multi purpose adhesive spray. Of course they make all kinds but for $1.00? It was exactly what I needed.

Sure, but it wouldn't be very soft. You can put some quilt batting between the layers, and sew some lines on it to keep it from shifting, or you could get fancy and outline some of the print.
Sounds like a trip and fall hazard to this caregiver. I would use two-sided carpet tape on it if you must use this to prevent breaking a hip or other injury.
