If the place is dark - Use light colours and bright colours. If it is Bright - you can use darker colours and cooler colours. I have know idea what your home looks like or where it is to comment further.........

It is tough to answer because I have no idea about your space. There is nothing is fixed in this,the design ideas will vary based on the people like and living style.But,here I would like to share an article with you: How to Decorate your Apartment Living Room on a Low Budget? Hope this is useful for you.
I watch a lot of HGTV during the day and that is where I have learned some decorating tips. If you want a room to look bigger, hang a large mirror across from a window. If you have a large space above your kitchen cabinets, use large items to decorate it. Small items don't work for a large space. If you take a walk thru the garden department of a big box store, you will see a lot of statues and bird houses. Garden items work well. they don't necessarily have to go in a garden. Think DRAMA. Same thing for a fireplace mantle, use large items on the mantle. Large items will give a more dramatic feel. Another tip: Arrange your decorations in odd numbers. For example, use 3, 5, 7, etc. And my last bit of advice is to use up-lights. Put a large fern on the floor and put an up-light under it. They are very inexpensive and available in most home improvement stores. The light will cast shadows all over the room. Again, very dramatic. Good luck and have fun as you decorate.
