Nancy for years I had this problem. Our house is built into a hill with the front of the basement at ground level. I had the "lovely" concrete block walls for years in my one rooms and down the hallway and I just couldn't deal with it any longer! I took some big tubs of what I called spackling and got busy smearing it on the walls like you do when frosting a cake. Made a few swirls with it and then painted it after it had dried for some time. What a change it made in the walls and my attitude. It's not a clean job with glops (technical word) falling off occasionaly from my trowel so you want to have your floor protected. Never have regretted my decision!
