you probably have some grease on them that keeps them from sticking. Cl well with a degreaser and then wipe down with vinegar. Let dry and then try again
Wiping the shelving down with a 50/50 ratio solution of alcohol/water should remove any grease or problem with the shelf so the contact will stick. Run the edge of a credit card over the contact paper so there's no air bubbles.
If your shelves are raw wood, the contact paper will not stick to them. In that case, just use regular rolled shelf liner- I like the thicker web-like stuff to keep my husband from chipping the glasses as he unloads the dishwasher #traingingiseverything. LOL
Could the contact paper be old or cheap paper (old paper can lose it's stickiness and cheap paper can be thin with not much glue on it). Perhaps your shelves need a good cleaning so the paper has a good surface to cling onto. Are you sure the contact paper you are using is the adhesive type?
Clean the shelves with Murphys Oil Soap, dry completely. Start at the back of the shelves. As you pull the backing off, which would be underneath the contact paper. Smooth it with a rag as you come forward to the end of the shelf. If you have air bubbles that are real small, stick a pin in it to let the air out.
