It is difficult to try to glue pine cones on to a flat surface, such as foam flat wreath shape, as naturally, they do not have any flat sides.
It is difficult to make an round even shape with wire that is strong enough to hold anything attached to it, and still maintain its round shape.
It is difficult to try to sew pine cones together without having them crack, crumble, or break.

So, to answer your question, the easiest way that I know of is to first get a pre-made wire wreath shape. This will give you a sturdy round shape that you can use as a base to attach your pine cones on to, and a stable way of hanging up the wreath. Using thinner more flexible wire, wire the pine cones on to the frame using figure eight twists.
If you have left over bits of ribbon, garland, fabric, etc. you can use these as fillers behind and in between the cones.
When you are satisfied with the look of your wreath, hold the wreath upright. Using a glue gun, anchor down any pieces that want to tip forward or fall off.

Perhaps other Hometalkers have other tried-and-true methods, but this way has been successful for me.

If what you have is flat or round foam, cover it with chicken wire, also known as floral or craft mesh. That will give you the traction you need to wire the pine cones to the wreath. There are no rules about being consistent with the direction the pine cones face, so try different ways and see what you like—end up or down, sideways, in a clock hands method, diagonal, cut in pieces, mixing types and sizes. A pine cone glued on the end of a 2’ Long ribbon simulates a bell. Add several ribbon bells from the top or bottom center hanging down from the wreath. And artfully wrapped wire ribbon can cover a lot of mistakes. 😇
