Green Glass Votive- can you help me ID this?

Can some please help me identify what this is? It belonged to my husband's grandmother who passed away a couple of years ago. She was 102 when she passed. I

    Considering the shape of the little vases, I'd say it was a grouping of bud vases. It looks like you could configure it in multiple ways . Each vase would hold one flower. You might be missing one vase. All of the sections have five but the one on the left.

    When fitted together it creates an oval centerpiece. I imagine it fit around a dish. You didn't set something next to it or a ruler to give an idea of it's size, but my guess is that the purpose was to frame a food dish, something Polynesian like was very popular in the 1950's.

    My mother was born in 1913. In the 50's she would float flowers with very short stems in low flower plates that were a popular item in west coast pottery.
