get a large picture of a mountain or make one of plaster of paris

That is such a great idea! I hope you share the end result with us!

Do a subtle version of this using colours that don't contrast too much. You want the illusion of mountains. Not sure the "diver" should be on the mountain though. Perhaps he should be near the tub in the bathroom.

You can get large pieces of styrafoam 1" or 2" thick, rough them up a bit, not leaving them square then spray paint it with natural looking colors to appear like mountains. Attach that to the wall and place your mountain climbers accordingly.

I would want it to be 3D. Build a shadow box to the required size (not too, too difficult) and use any of the previously recommended ideas to "build" your mountains inside the shadow box. Position your very cool characters inside the box as well. You could also use Plexiglas for the cover to make it a bit lighter. It'll be a large piece, no doubt, but you won't have to dust the little guys or the mountain and they have added protection from being knocked off the wall. A win, win situation; just a thought.

Check this out on Pinterest. Foam mountains with depth to be realistic and light-weight for hanging. Now I want a hanging mountain! Please, share end results. https://www.pinterest.com/pin/45176802485811046/

Hang them on your floor lamp

I agree with Bunnie, styrofoam isn't too awfully expensive and would hang with some sided tape or command Velcro strips. A little carving on the Styrofoam and then they have a special coating you can buy kinda like modeling paste to give it dimension. Then use a picture of a mountain or some rocks for reference and paint with those little bottles of acrylic paint maybe dab the paint on with sea sponges sold in the craft department at Wal-Mart along with all the other materials. Sounds like a fun project to me! Those little mountain climbers would look adorable hung with that! Good luck, hope u find your solution!

Do a shelf with brown paper bag crumble it up, but stuff the bags with something that will let it be pile able . Stack in random order, might have to glue the bags together and paint. You could also get a piece of cardboard and crumble bags and glue them on there. It shouldn't cost a lot to do it. Just an idea.
