I'm not quite sure what you are trying to keep the bag from falling in, but let's say it's a garbage pail and you want to keep a kitchen trash bag from falling in it. I would use a bungie cord. You can purchase them at any hardware store and they come in all sizes. Good luck
If you are talking about your trash can liner, make sure you are getting a large enough size so that you can pull it down over the edge several inches. After you put it in, swish your hand inside to make sure it's open all of the way. Air pockets between the bag and the inside of the can will "poof" when you throw heavy items in the bag, causing the top of the bag to flip inward. You can also pull on the handles slightly to tighten the bag around the rim of the can.
