    you can buy metal ones and spray them with a clear sealer for outdoors

    Do you mean to actually make the cone or to make the flowers last? I don't know how to make the cone except to guess and that won't help you. To make faux flowers last, spray them with a matte sealer - Rust Oleum works good. Spray one side and let it dry then spray the other side. Check to see if you missed any spots then put them in the vase. You could wedge some dry foam in there to hold the flowers in. Hope that helps.

    If it is a metal cone you are talking about that holds flowers and it goes into a metal vase at the cemetery, check to see if there is a hole in the end of the cone. If not I would punch a hole or two. Make sure the tip of the cone doesn't go all the way to the bottom of the vase. A few pebbles in the bottom of the vase will help keep the water out.

    I had a ceramic cone and due to rain and snow, it cracked when I went to get it. Stick with metal.
