I would get prepared cushions and go from there. Use lace for the edging of cushions. Get pearls that can be sewn or glued to lace. Use flat back rhinestones and glue those on (vary where you put pearls and rhinestones). You can also incorporate curtain tassels. Use a decorative stencil for the arms of the chair or use doileys and drape over arms. You can also use beautiful trims around the cushions. I would also make a small decorative matching pillow to put in the corner of the chair. Lace pearls rhinestones tassels stencils fancy trim white color cream color silver color gold color-all can be used for Victorian look.
