I would recommend building out a wooden frame first and tiling the wood. If the frame is wide enough you could even fix it to the wall around the mirror first and then tile the frame. I added a frame to my builder grade mirror using rustic wood and it really gave it a custom look! http://buildingbluebird.com/mirror/
I have often thought about using the stick tiles they sell for backsplashes and adding it directly to the mirror. Then I wouldn't need to build a frame. Just an idea, haven't ever actually tried it. Yet!
You can install a frame the width of what you would like to see your tile, fasten to the wall and then apply the tiles. You can put a nice trim over the edge to give it a finished look.
