If I were going to do this I would buy a button down sweater, either man's or woman's at Goodwill and using the buttoned part as the back I would cut our a square or rectangle of the wool and then sew the three seams together, inside out of course, using dimensions that fit my throw pillow. This seems to be a pretty straight forward approach.

Cozy Sweater Pillow
If it's a button down sweater, cut it straight across under the arms. Turn it inside out and sew a 1/2" seam on the top and bottom. Use the buttons to get the pillow in and out.
If it's a pullover sweater, cut it the same way and turn it inside out. Sew a 1/2" seam on the top end. Sew Velcro on the bottom finished end so you can get the pillow in and out. The Velcro can be sewn in a few places along the bottom or all the way across. Just make sure you sew it on the inside.
