Hi Marcia if the stains are on the front of the mirror (on the glass itself) you may try a heavy duty glass cleaner. This is the one we use to the clean the glass on the door of our pellet stove, its really serious stuff. https://amzn.to/2WM7fCC
If the rust colored stain is on the front of the glass use a razor blade to scrape it off. You won't damage the glass. Resilvering is on the BACK of he mirror and should not have anything to do with rust unless the mirror was sitting in a wet environment next to metal.
Agree with Grandma and Em if the rust is on the front of the glass gently use a razor blade to remove it. Be somewhat careful I scratched my glass stove top doing this. Not a huge scratch but I know it is there.
If the rusting is on the back sorry but you will have to re silver the mirror. The coating on the back of the mirror seems to break down over time.
Sounds like moisture got at the back of the mirror and compromised the coating. Resilvering is expensive. If the mirror is worth saving you can strip the mirror coating and silvering and redo it yourself.

if the spots are pitted or black looking then it usually means you need to resilver the mirror but if it is spots from something splashed on it you can clean it off with a razor blade or plastic scraper

You will need to take it to a mirror place and have it re-silvred. You can try putting aluminum foil on the back of the mirror but that tends to look tackly

Make a mixture of water and baking soda and apply the paste to the affected areas of the mirror or glass. Leave it there for about half an hour and then wipe it clean using a wet towel and rinse thoroughly. It will leave the mirror looking as good as new.
