There are drill bits made specifically for glass and tile. Use one of those in the size you require and place paper tape or masking tape on the spot you are drilling to keep the drill bit from skipping.

you need special carbide glass cutting drill
I believe it takes a special drill bit and you put tape or something over both sides of the glass to help keep from braking. I would ask where drill bits are sold for the correct type and directions.
I use my Drexel and a diamond bit. I keep a small dish of water and eye dropper to keep the glass wet. You can put the glass in a shallow container of water and drill hole. I do both. Make sure you use a file on the sharp edges.

Instead of drilling holes? Yes. My mother bought glass wind chimes years ago that were put together with thread attached to the pieces of glass with what looked like spots/stickers used for yard sale items.
