You can make an infusion using dried lavender flowers and an unscented oil. To actually make essential oil, you'll need a still because the oil is steamed then goes through some tubes to drip into a container. Since an infusion is more practical for DIY'ers, I put a link for that below. Wishing you the best.

using the right lavender for the job is important also. dry lavender flowers can be used for so many things, from cooking to house cleaning, just look on pintrest or in the archives here for more ideas.
unless you are making essential oil to sell it is less expensive to purchase it.
