How do you permanently set gel pen ink on cotton fabric?

The fabric has not had sizing washed out. A design has been ink jet printed so it can be colored. These squares will be made into a quilt, therefore, probably will be washed.

You can try using a gel pen like this one that is made specifically to be permanent in clothing https://www.amazon.com/Roller-Fabric-Permanent-Black-BN15BPA/dp/B001K7MW26
or go over it with permanent markers
Try a sample piece of cloth Once you have applied the gel pen take a hot iron with a piece of aluminum foil and press the design. This should "seal" the design into the fabric (much like they do in T-shirt stores). It then becomes as washable as the fabric you've used.
