There are wreath forms at hobby/craft stores. There are wire, foam, and grapevine wreaths for your foundation.

What did you use when you tried? You can get all your supplies from the Dollar Tree store. I found a youtube one for you for spring. https://www.youtube.com/watch?v=HgU-3awOr5E
Buy pre-made wire frames for wreaths or Styrofoam circles at local craft stores. Spray paint green or wrap Styrofoam with floral tape, insert flowers. Once you get the hang of it, easy to put together and decorate. Have fun creating!
