Yes, a few small holes for drainage. I often place a few layers of the fiber-like coffe filters between the potting soil and the oil cloth so the soil doesn't wash away as time goes by.

Here are some ideas on how to keep the drainage holes open so they don't clog.
You can add protection from clogging by placing a small, terra cotta pot upside-down over each drainage hole in your planter. Or place a fist-size rock or pot shard on top of a piece of mesh to add protection from soil washing through the drainage holes and clogging them. Poking sphagnum peat moss or cheesecloth loosely into the drainage holes of your planter won’t plug them but will help keep soil particles from washing out. Commercially made discs of coconut fiber, polyester or plastic filled with hydroponic rock also are available to place over drainage holes.
Water will just go threw no need to poke a hole
If your water is not flowing out, then yes, a few holes are needed.
