How to hang a fairly heavy swag lamp without making a big hole

Just did this. Drilled a hole in the ceiling, used a molly bolt, and to make sure that the bolt would stay put & hold the heavy swag lamp, I inserted some constructive adhesive into the hole. My lamp is only 9 lbs.

I usually buy a plant hook kit that comes with 2 ways to fasten to the ceiling one is a screw if you can find a beam/joist to screw it into the wood, the other is the wing nut toggle bolt that you will have to drill a hole large enough to force the folding wings thru. https://www.youtube.com/watch?v=NoEUviHbscU

Try filling over Scum line with hot water and add Baking soda - that may eat into it and allow you to clean it off....
