You can make your own hoops out of clothes hangers.
Embroidery hoops are between $1-3 according to size. If you have a plastic container with round sides, you can cut hoops from that with sharp scissors, or trace lines you draw with a tilde right and a marker. If you think one hoop is flimsy, stack three inside each other for strength. Just use white glue to keep them together.
