I would wash cold, inside out. Then stretch by hand and air dry - hang or lay on a towel and hope it worked!
Rinse it in your sink in luke warm water with a cap full of hair conditioner in it. (Yes, hair conditioner!). Squeeze gently to get the water out then lay it out flat on a towel, then roll the towel to get more water out. Shake it vigorousl, stretch it in the direction it shrunk, then hang on a hanger to dry. If that doesn't help I have no idea what else to try.
Not sure you can, but try washing and Ironing damp to the size required. OR for better outcome. try cutting or unpicking the side seams including the sleeves and inserting a piece of fabric either to match or as a contrast to
give it a Unique look. If it is the length you want to increase, then
cut all around the item under the sleeves or anywhere around body of garment . insert other fabric then add back original to complete. and over sew raw edges if lightly to fray. Or of course you could double the contrast fabric a sew all around at bottom edge, (If you do that, you may want to add either a trim around sleeves or a Tab & Button to finish it off)
get it wet and pull on any place that will have a seam
wet the shirt ,put it on a hanger and stretch holding both sides together,lay on a dryer rack
