I would like to do this inexpensive and innovative if possible. It is 9.5 x 13.25 on a heavy canvas type backing that has approximately a 1 inch border. This is a cold wax painting, modern, with yellows, oranges and blues.

I would say use 1x4 wood cut with mitered corners.

MDF or timber (enough to give you a border around picture) - stick your picture to it (could use Velcro or sticky pads) then , if you have an old picture frame the right size stick that on the outside of your picture. If not Buy some molding or use drift wood or what ever there is to hand to surround picture. Fix Hanging hook to back..................

It's pretty small so I think I would get as many paint sticks as needed to frame it 3 sticks wide and paint them; yellow, orange and blue. You could use them end wise or flat if they are long enough to go over the entire width. Actually it wouldn't matter how long they are you could just get as many as you need for the dimensions you choose.
