Find an inexpensive small side table, any shape, with sturdy legs. Clean it up, sand, stain, paint, seal--whatever, but not the top level. Use the original top or cut a board to fit on top and sand all the shiny or rough spots off. Use wood glue to attach the new top to the old top or the frame.
Set up your mosaic on a workspace nearby--a TV tray or kitchen table is fine. Leaving space between each piece, lay out your design.
Build a frame around the edges of the table using cardboard and packing tape. The frame should be at least 2" high, above the tabletop. Mix cement or plaster of Paris and pour it into the frame, 1" thick.
While the cement or plaster is still wet, place your mosaic pieces into place. As long as the surface is still shiny, you can move pieces around or add more. Try to keep the surface flat by pushing in the tiles, pieces of ceramics or glass, or other material so they are level with the surface. You want your ice cream dishes to sit flat.
Wait one day and remove the tape and cardboard frame. Wait at least one day more, and maybe two, to let the cement or plaster cure.
Sand the sides of the tabletop and the plaster. Use a dry soft cloth to dust the top and sides of the tabletop, then stain or paint the complete sides of the tabletop. You can stain the top, too, if you immediately wipe the stain off the mosaic pieces. Allow a day for this to cure.
Final step, apply a few coats of a clear sealer to the top and sides of your table, allowing each layer to dry. If you can wait one more day, let the last coat of sealer cure 24 hrs.
