Yes you can. Many people have success with E-6000. Some grout between the stones when it's done. Here's one from one of our own hometalkers

You can buy small river rocks at the Dollar Tree and E6000 there as well . That's a great dollar store challenge ! Have fun and post pictures ! BTW , Loctite would work too. I wouldn't use hot glue though . It would melt if you put your pots outdoors.
